| Organization
Each OTF affiliate works within its own constitution and
sends representatives to the OTF Board of Governors, which
is the governing body of the Federation. When elected representatives
of the affiliates met to organize OTF following the passing
of the Act in 1944, they agreed that these formerly voluntary
affiliates would retain their individual autonomy within
the new Federation.
Board of Governors and Executive
The Board of Governors of 40 members (10 from each affiliate)
deals with matters that affect all teachers in the province.
The Board meets at least three times a year. The Executive,
consistingof 12 members elected by the Board of Governors
and the Secretary-Treasurer, meets 10 times a year.
Representation
OTF is the official liaison between the teachers of the
province and the Minister of Education. OTF representatives
meet with officials of the Ministry of Education and the
College of Teachers on a regular basis not only to discuss
and promote matters of an educational or professional nature
but also to lobby on behalf of teachers and public education
in Ontario.
A major mandate for OTF is its equal partnership with the
government of Ontario in the operation of the teachers’
pension plan established under the Teachers' Pension Act
in 1989. OTF is the bargaining agent for all plan participants
in the negotiation of plan improvements. The partners jointly
decide policy for the plan which is administered on a daily
basis by the Ontario Teachers' Pension Plan Board (OTPPB):

OTF is an affiliate member of the Canadian Teachers' Federation
(CTF) and sends representatives to national, international
and provincial educational conferences. OTF also appoints
representatives to committees set up by the Ministry of
Education and other educational organizations.
Committees
Standing committees, named in the Regulation under the Act,
are composed of one teacher from each of the affiliates.
The Board of Governors and the Executive create other special
committees from time to time as the work of the Federation
requires. These committees have at least one representative
from each affiliate.
The committees report to the Board of Governors, where their
recommendations may be approved or rejected, referred back
to the committee for further study, or referred to the affiliates
for their approval before final acceptance by OTF.
OTF Fee
The work of OTF is supported entirely by member fees which
are approved by the Board of Governors.
The OTF fee pays for the OTF office and staff; the meetings
of the OTF Executive, the Board of Governors and committees;
for various affiliation fees with other organizations; for
pension matters and for expenses of seminars and conferences.
