Pension Partnership
OTF and the government of
Ontario are equal partners in the operation of the Ontario
Teachers’ Pension Plan (OTPP) established under the Teachers’
Pension Act in 1989. OTF appoints four members to the
Board of Directors of the Ontario Teachers’ Pension Plan Board
(OTPPB). The government and OTF jointly name the chairperson.
OTF is the bargaining agent for all plan participants in the
negotiation of plan improvements.
Under the terms of the partnership, the partners jointly decide
policy for the plan which is administered on a day-to-day
basis by the OTPPB. The most important decisions for the partners
involve determining benefit levels and contribution rates
and deciding when to file funding valuations with the Financial
Services Commission of Ontario (FSCO), the pension regulator.
