The underlying purpose of the Additional Qualification course: Special Education, Part II is to extend and apply the skills and knowledge of teachers in the design, delivery, programming and assessment of special education. This course is designed to assist teachers to develop, at a more advanced level, a competence in gathering the information that will help them to understand the educational needs of exceptional pupils by ensuring positive learning experiences.

This course focuses on developing programs based on appropriate assessments for students identified as exceptional. Teachers will acquire an awareness of the legal issues, an understanding of IEP, IPRC, ISA and other legislated procedures as well as the implications of Health & Safety Standards, Human Rights legislation, Freedom of Information and Protection of Privacy Acts. Teachers will be involved in refining their knowledge of various tools for assessment and in designing effective instructional programs for exceptional pupils in both academic areas and non-academic areas. They will also understand how to develop programs that address the general issues of behaviour and cognitive functioning.

Special Education Part 2 provides candidates with:

1. An understanding of and how to implement Ministry of Education curriculum expectations, and Ministry of Education and district school board policies and guidelines.
2. A Theoretical perspective and the necessary foundation to design, implement, and assess programs for students identified as exceptional.
3. An understanding of learning environments that are conducive to the intellectual, social, emotional, physical, linguistic, cultural, spiritual and moral development of students identified as exceptional.
4. An understanding of how to use, accommodate, and modify expectations, strategies, and assessment practices based on the developmental or special needs of students as outlined in the Individual Education Plan (IEP).
5. An understanding of working collaboratively with in-school personnel, parents/guardians, and the community, accessing a variety of resources within and beyond the educational system to enhance and support student learning.
6. Working knowledge of an array of formal and informal assessment strategies for the purposes of pedagogical decision-making.
7. A holistic understanding of programming in order to meet the needs of individual students.
